The console where officers run membership, packs, and decisions. It cannot cast a ballot.
The portal is a React and TypeScript application. Officers use it for membership, procedure packs, decisions, the tally, and the audit. The first hour of that work is written down as a checklist, including bind tokens.
The boundary is the product. A ballot is not cast from this screen, and the interface is not a back door around the device. Brand themes can be light or dark. They do not change the cast rules.
